4th Quarter Consultative Meeting on DA-DIDP Infrastructure Projects
The 4th Quarter Consultative Meeting on DA-DIDP Infrastructure Projects was conducted last December 07, 2011 at the Apo View Hotel, Davao City which was facilitated by the Department of Agriculture Regional Field Unit XI (DA RFU-XI). It was attended by finance and technical personnel from DA RFU-XI, DIDP-PMO, and the 10 DIDP member-LGUs, who were welcomed by Dir. Romulo Falcon, Regional Technical Director of DA RFU-XI in behalf of Dir. Oscar Parawan.
The following were discussed during the meeting:
- Status of Physical and Financial Status of FMR Projects (CY 2010 and CY 2011) ;
- Updates of DIDP Projects, status of CY 2012 FMR Projects and Updates of the DIDP Board Meeting;
- Presentation of Financial Report of DIDP Projects and CY 2012 Budget; and,
- Issues and concerns.
The LGU Coordinators presented the status of the physical and financial accomplishments of their projects implemented under DA's Locally Funded Projects for CY 2010 and CY 2011.
After the presentations of the LGUs, Engr. Grace Magalona presented the overall financial and physical performance of the DIDP FMR projects. Over-all accomplishment as of November 30, 2011 for CY 2010 projects is 72% (roads) and 100% (bridge), and 21% (roads) and 94% (bridge) for the CY 2011 projects. She also presented the implementation schedules of the projects under the CY 2011 budget based on the approved PERT-CPM of the LGUs. In addition, she provided updates from the DIDP Board Meeting held last November in Tagum City. She informed the participants that one of the agenda discussed during the meeting was the proposed Performance Based Allocation (PBA) sharing scheme among DIDP member LGUs which was duly approved by the Board. The said scheme will be implemented for the CY 2014 Budget of the DIDP IFSP and the guidelines will be crafted and agreed upon among DA, DIDP and the LGUs.
Ms. Alma B. Mahinay, Chief of the Finance Division of DA RFU-XI presented the Financial Report of the DIDP Projects. She reminded the LGUs to fast-track the liquidation of the unliquidated fund transfer in order to facilitate the release of new funds intended for the CY 2012 projects. She said that the project funds for CY 2012 is readily available pending the submission of the initial requirements for obligation by the LGU.
During the open forum, Engr. Lorenzo Bermillo, DA RFU-XI Project Coordinator on FMR projects, reminded the LGUs on the submission of the reports on a monthly basis. He stressed that the title of the project should be consistent in the requirements for fund release such as the MOA, plans, programs of work, etc. in order to facilitate the fast release of funds intended for the project. In addition, concreting of roads should be given a big emphasis for sustainability and minimal maintenance. However, some LGUs are not agreeable with the idea due to the small amount of budget.
