2011 DA-LFP Year End Assessment Meeting
The CY 2011 Year End Assessment Meeting of the Locally-Funded Projects (LFPs) under the Department of Agriculture was conducted last February 21-24, 2012 at the Sun City Suites, General Santos City hosted by the SOCSARGEN Integrated Food Security Program with the SOCSARGEN ADP-PMU as Secretariat. It was attended by representatives from the DA Special Projects Coordination and Management Assistance Division (DA-SPCMAD), DA Field Operations Service (DA-FOS), DA Planning Division, DA RFU-XI personnel from Accounting and Budget, and Focal Persons of the 14 LFPs. The DIDP was represented by its Executive Director, Atty. Wendel E. Avisado, with Engr. Grace L. Magalona, Engr. Noel L. Lopez and Ms. Marila L. Corpuz. The participants were welcomed to General Santos City by Mayor Darlene Antonino-Custodio, who also hosted a dinner for the group on the first night. Inspirational messages were also heard from RED Amalia Datukan of DA RFU XII and RTD Romulo Palcon of DA RFU XI. Engr. Roy Abaya, Director of DA-SPCMAD, explained the Rationale of the Meeting while his staff presented the Status of Agreements made during the last LFP meeting in Palawan which will be part of the progress reporting of the LFPs.
For the DIDP report, Dir. Wendel E. Avisado gave a brief background and information about DIDP, and emphasized that DIDP is the only existing LGU-led initiative Program in the country since 1994. Engr. Grace L. Magalona, Acting Assistant Executive Director, then presented the accomplishment report, the proposed activities under the CY 2012 DIDP IFSP Budget, and discussed the status of the Performance Based Allocation Scheme which was approved by the DIDP Board during the Board Meeting conducted last November 23, 2011 in Tagum City. The progress reporting of the LFPs was followed by the presentation by the Budget Officer of DA Central Office of the guidelines for the budget execution of the CY 2012 budget and the calendar, forms and guidelines for the preparation of the CY 2013 budget proposal. After all the presentations, a workshop was conducted for the preparation of the CY 2013 Work Plan and Budget Proposal of the LFPs and SELAP.
DA SPCMAD also reminded the LFPs to submit the report on time and indicate the monthly and cumulative accomplishment in the Monthly Accomplishment Report. Dir. Roy Abaya emphasized the reporting of impacts of the completed projects. Also, budget officers reminded the LFPs that funds unobligated this year will be returned to the National Treasury. A dialogue between the LFP Program Directors and Sec. Proceso Alcala and LFP Exhibit was also agreed to be held this year at the DA Central Office.
