DIDP Board Requests Sec. Alcala to Retain FMR MOA

DIDP Board Chair and Davao del Norte Governor, Hon. Rodolfo P. del Rosario, presented DIDP Board Resolution No. 1, Series of 2011, to DA Secretary, Hon. Proceso J. Alcala, during the latter's visit to Davao del Norte last March 24, 2011.

The DIDP Board Resolution entitled “A Resolution Strongly Requesting the Secretary of the Department of Agriculture, Honorable Proceso J. Alcala, To Allow the Continuous Use of the Existing Memorandum of Agreement and Its Supporting Documents in the Implementation of its Locally Funded Projects in Davao Region (Region XI)” is a result of the discussions during the Consultative Meeting on March 9 and the Special Coordinators' Meeting on March 11, 2011. The said resolution was accompanied by a Position Paper detailing DIDP's position on the said issue. In addition, the resolution sought the conduct of consultations with affected LGUs prior to the finalization of policies and guidelines on the implementation of farm-to-market road (FMR) projects.

On March 31, 2011, exactly a week after the Resolution was presented to Sec. Alcala, the DA transmitted its official response approving the use of the existing MOA for FMR Projects implemented by administration. For projects implemented by contract, however, the MOA should follow the conditions stipulated in the Memorandum issued by former OIC Secretary Bernie Fondevilla last June 2, 2010.
