Project Deadlines Set During 2nd Quarter Consultative Meeting on DIDP Infrastructure Projects
The 2nd Quarter Consultative Meeting on DIDP Infrastructure Projects was conducted last August 10, 2011 at the Apo View Hotel, Davao City. It was facilitated by the Department of Agriculture Regional Field Unit – XI (DA RFU-XI) and attended by the DIDP Coordinators, FMR Focal Persons, Engineering, Planning, Accounting and COA personnel from the 10 DIDP member LGUs as well as the DIDP-PMO and DA RFU XI technical staff.
The meeting started at around 9:30 AM with a prayer. It was followed by the introduction of participants and an Opening Message given by Dir. Norlito Agduyeng, Regional Technical Director for Operations of DA RFU-XI. Matters discussed during the meeting are: physical and financial accomplishment of FMR Projects, issues and concerns in project implementation, proposed projects for CY 2012, and status of fund transfers. The DIDP Coordinators from DIDP member LGUs presented the updates regarding the physical and financial accomplishments of their projects funded under the CY 2010 Budget of DA. Delays in project implementation as reported by the coordinators were generally caused by bad weather condition in the project sites, and problems in the procurement of fuel especially for those projects implemented by Administration.
Engr. Grace L. Magalona of DIDP PMO provided updates gained from the recently held LFP Midyear Assessment in Palawan which included the budget allocation of DIDP under the National Expenditures Program (NEP) for CY 2012. She informed the LGU participants that the allocation for the implementation of FMR projects in CY 2012 has dramatically increased from P38.5 Million in CY 2011 to P83.4 Million. She also presented the FY 2012 Policy Reforms of DBM which include: a) no lump-sum funds appropriation in the NEP, b) submission of FMR network plan, c) direct fund releases to DA field units, d) prioritization of areas with majority of farmers registered under the Small Farmers Registry System, with large number of subsistence fisherfolks, and where the absolute number of poor farmers and/or fisherfolks and poverty incidence are high as identified in the latest official poverty statistic of the NSCB. Engr. Magalona reminded the LGUs that the deadline of submission of the requirements for CY 2011 projects is on September 15, 2011; failure to do so would result to forfeiture of funds. She relayed that a performance-based system for the allocation of funds among the DIDP LGUs will be discussed during the Coordinators’ Meeting to be held within the year.
Ms. Alma Mahinay, Finance Chief of DA RFU-XI, presented the status of fund transfers to LGUs for DIDP projects. She reminded the LGUs to fast track the liquidation of the the fund transfers in order to facilitate the release of new funds intended for CY 2011 projects. She also informed the participants that the project fund for CY 2011 is readily available upon the submission of the initial requirements for obligation by the LGU.
The DA RFU-XI also noted that the heading of succeeding Memoranda of Agreement (MOA) should include the name of the project.
